Result 2 – Dual Training in the Fisheries Sector
Dual Training Programs are institutionalized in the fisheries sector and contribute to improving the skills of trainees and companies

2.1. Trainings for 4 job profiles have been developed and are recognized by a round table of relevant stakeholders and Business Membership Organizations (BMOs).
2.2. At least 6 companies and 3 training institutes participate in the program.
2.3. At least 20 multipliers of the participating companies are qualified and certified to carry out trainings.
2.4. At least 150 trainees were trained in the job profiles.

KEY ASSIGNMENT OF THIS ASSIGNMENT

 

 

 

 

 

 

The services to be carried out by the STE will include the following:

  1. Coordinate with CCCI-ACAS on the Preparation of the FGD on the Formulation of Qualification Profile and Curriculum Design
  2. Facilitate the Focus Group Discussion on the Formulation on the Qualification Profile and Curriculum Design
  3. Enhance the existing qualification profile for Seafood Production Worker and Quality Inspector together with Seafood Processing Sector stakeholders
  4. Develop Qualification Profile, Curriculum Design and Training plan together with key Stakeholders Industry and Academe Representatives
  5. Submit a report

  • FGD Preparations (1 man-day) Desk Study, Orientation of CCCI and preparation of materials
  • Facilitation of Focus Group Discussion (FGD) for the Formulation on Qualification, Curriculum Design and Training Plan (1 man-day)
  • Desk work, data gathering and report preparations (2 man-day)
  • Harmonize qualification profile with TESDA TR, if any (1 man-day)
  • Presentation and Validation of the qualification profile and curriculum design to the industries, the academes, and FISH Visayas Cebu Project Team (1 man-day)
  • Integration of comments, suggestions, and/ or agreements (2 man -day)
  • Finalize qualification profile & curriculum design and submission thereof to the CCCI-ACAS and FISH Visayas Cebu Project Team (1 man-day)

PROPOSED EXPERT/S

 

 

 

 

 

  1. Proven experience in developing qualification profiles and curriculum designs, preferably within the context of vocational education and training.
  2. Previous involvement in similar projects related to aligning education with industry needs and workforce development.
  3. Strong knowledge of Dual Education and Training (DET) or TVET.
  4. Excellent communication and facilitation skills to ensure effective engagement and participation of all stakeholders.
  5. Strong analytical and report writing abilities to summarize discussions and generate meaningful recommendations.

The Short-Term Expert will work in close coordination with the  Cebu Chamber of Commerce and Industry and AFOS Foundation – FISH Visayas Project Management:

Pre-workshop Preparation:

  1. Develop a detailed agenda and workshop structure, ensuring coverage of all relevant topics.
  2. Prepare necessary materials, including presentations, and handouts.

Workshop Facilitation:

  1. Conduct/Facilitate the Focus Group Discussion (FGD) on the Formulation of the Qualification Profile and its corresponding curriculum Design in the Seafood Processing Sector.
  2. Facilitate discussions and group activities to gather feedback and insights from participants.
  3. Ensure active participation and engagement of all stakeholders.
  4. Encourage open and constructive dialogue among participants.
  5. Manage the workshop timeline and ensure the completion of all planned activities.

Documentation, Presentation, Validation, and Reporting:

  1.  The Qualification profiles will contain the following:
    a. Title of the qualification profile
    b. Sector
    c. Type of recognition & certification
    d. Duration of training
    e. Organization of training
    f. Component of training
    g. Required TESDA NC(s) for this qualification
    h. Conduct of occupational assessment
    i. Occupational description
    j. List of Core, Common and Elective competencies to be acquired
    k. Job opportunities available to certificate holders
    l. Training Arrangements:
          i. Training Plan & Delivery
         ii. Profile of Trainee / Entry Requirements
        iii. Qualification of In-school and In-Company Trainers
        iv. Training Venues
        v. TVI and In-Company Assessments
    m. Chamber Assessment and Certification Arrangement
  2. Formulation of Curriculum Design. Content must be the following:
    a. Sector
    b. Occupational Field
    c. Duration (Overall)
    d. Course Description
    e. Duration of the Training
    f. Topics, Classroom hours and Industry hours
    g. Areas of Specialization
    h. Core Competencies
    i. Schedule of Lessons of the school (week, module, topic, and activities)
  3. Presentation and Validation of the Qualification Profiles and Curriculum designs to the industries, academe and FISH Visayas Cebu Project Team
  4. Secure understanding, appreciation, and approval of the qualification profile, training plan, and curriculum design
  5. Submission of the final documents – qualification profile and curriculum design

Interested Short-Term-Expert or Consulting Firms are requested to submit the following:

  • Updated CV highlighting relevant experience in developing qualification profiles and curriculum designs.
  • A brief proposal outlining the proposed workplan, methodology, and professional fee.
