La Libertad, Negros Oriental – February 17, 2025 – The FISH Visayas Project officially launched the La Libertad Fish Processors Association (LAFIPA), a people’s organization established to spearhead seafood product innovation in La Libertad. LAFIPA unites six BUGSAY Mangingisda chapters in La Libertad —Cantupa, Martilo, North Población, South Población, Pisong, and San Jose — under a common goal of enhancing fish processing capabilities and market access.Through the project, LAFIPA members receive capacity-building programs and essential equipment to support their operations. The key training initiatives provided include:
  • Food safety management
  • Fish processing focused on bottled sardines and squid
  • Packaging and labeling to enhance product presentation
  • Solar drying for sardines and squid preservation
  • Basic entrepreneurship
  • Digital marketing through online payment platforms

At present, LAFIPA has successfully developed bottled squid and sardines while working on expanding its product line to include dried fish, squid, and sardines. This not only strengthens the livelihoods of the coastal communities in La Libertad but also promotes economic growth and product innovation within the broader food value chain.

The formation and launch of LAFIPA is a collaborative effort between FISH Visayas Project partners, including the DCCCO Multipurpose Cooperative, the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (BFAR) Negros Oriental Provincial Fishery Office, the Department of Science and Technology (DOST) Negros Oriental Provincial S&T Office, the Department of Trade and Industry (DTI) Negros Oriental Provincial Office, the Municipality of La Libertad, and AFOS Foundation.

Essentially, the launch of LAFIPA aligns with Result Area 1 (Training for Fisherfolk & MSMEs) and Result Area 3 (Market Access) of the FISH Visayas Project, reinforcing its commitment to sustainable fisheries and enterprise development.
