Terms of Reference: STE for policy recommendations and papers of the FISH Visayas Project Phase II

DESCRIPTION OF ASSIGNMENT

The Short – Term Expert (STE) will develop policy recommendations and paper/s based on the FISH Visayas Project – Phase 2 implementation results, and will facilitate the FISH Visayas Project Fireside Chat at the 2025 Regional Science, Technology, and Innovation Week (2025 RSTW) on April 23, 2025.

RELATED PROJECT RESULT AREA

Result 1: Fisherfolk and MSMEs in the region have improved their production and processing processes and are able to meet relevant quality standards.

Result 2: Dual Training Programmes are institutionalized in the fisheries sector and contribute to improving the skills of trainees and companies.

Result 3: Market access for fishermen and MSMEs in the Project has been expanded.

Result 4: Measures to protect natural resources are institutionalized to preserve the livelihoods of fishermen.

KEY ASSIGNMENT OF THIS ASSIGNMENT

The STE or Consulting Firm’s scope of work will include, but is not limited to:

  1. Document review analyzing existing Project documents, reports, and data related to the FISH Visayas Project.
  2. Extracting key lessons learned, identifying challenges faced, and highlighting successes achieved during Project implementation.
  3. Formulate a preliminary set of policy recommendations based on the desk study findings.
  4. Create a concise report that summarizes the desk study and present for discussion to the FISH Visayas Project Team.
  5. Create a detailed guide for the Fireside Chat for a smooth moderation, while encouraging active participation and meaningful discussion of the stakeholders and audience.
  6. Record and summarize additional key points, insights, and recommendations from the April 23, 2025 forum.
  7. Development of draft Policy Paper/s.

PROPOSED EXPERT/S

 Professional Experience

  • Proven experience in policy analysis, research, and report writing
  • Demonstrated ability to consolidate and synthesize complex information from diverse sources
  • Strong analytical and critical thinking skills
  • Excellent written and oral communication skills
  • Experience in stakeholder consultation and facilitation is an advantage.
  • Ability to work independently and meet deadlines

EXPERT’S TASKS

The STE will undertake the following tasks:

1. Desk Study (2 man-days)
• Review Project documents, reports, and data related to the FISH Visayas Project
• Identify key lessons learned, challenges, and successes in Project implementation
• Develop a draft set of policy recommendations based on the desk study findings.
• Prepare a concise report summarizing the desk study and draft policy recommendations.

2. Presentation of desk study results and draft Policy Recommendations to the FISH Visayas Project Team (0.5 man-day)
• Facilitated discussion with the Project Team, supported by a presentation.

3. Fireside Chat Facilitation (0.5 man-day)
• Develop a detailed discussion guide for the Fireside Chat.
• Facilitate and moderate the Fireside Chat on April 23, 2025, ensuring active participation and productive discussion.
• Document key points, insights, and recommendations arising from the Fireside Chat.

4. Report Writing, Policy Paper Development, Presentation (3 man-days)
• Consolidate the findings from the desk study and the inputs from the Fireside Chat
• Develop a comprehensive draft Policy Paper document that is clear, concise, and actionable.
• Present the Policy Paper/Recommendation in a format suitable for dissemination and advocacy.

The Consultant shall maintain the confidentiality of all information and data provided by AFOS Foundation or the FISH Visayas Project and shall not disclose any information without prior written consent of AFOS Foundation or the FISH Visayas Project.

KEY DELIVERABLES/S

The key deliverables include the following:

  1. An inception report outlining the methodology and work plan.

  2. Desk study report & presentation for discussion with the FISH Visayas Project Team on April 11, 2025

  3. Facilitate & moderate the FISH Visayas Project Forum at the 2025 RSTW on April 23, 2025.

  4. A consolidated report, incorporating feedback from AFOS Foundation – FISH Visayas Project.

  5. Draft Policy Paper/s

The Consultant will report to the Project Manager & Philippine Resident Representative of AFOS Foundation. Progress meetings will be held, as agreed with the consultant and client, to ensure effective communication and collaboration

REPORTS

The STE shall submit the following report:

  1. Desk Study Report, including draft policy recommendations
  2. Fireside Chat Discussion Guide
  3. Documentation Report of the Fireside Chat, including key points and recommendations
  4. Comprehensive Policy Paper/Recommendation document
  5. STE Time Sheet

PROPOSAL SUBMISSION

Interested Short-Term-Expert or Consulting Firms are requested to submit the following before 11:59 PM on March 28, 2025.

  1. Curriculum vitae highlighting relevant experience (if any).
  2. Proposal highlighting proposed work plan and professional fees.

The selection of the Short-Term-Expert or Consulting Firm will be based on the following criteria:

  • Relevance and quality of experience in delivering similar projects.
  • Creativity and execution plan for the forum and drafting the policy recommendations.
  • Cost-effectiveness of the proposal.
