DESCRIPTION OF ASSIGNMENT
The Short-Term Expert (STE) or Service Provider shall develop and execute a cohesive branding and visual strategy that enhances the visibility, engagement, and overall success of the DOST Regional Science and Technology Week (RSTW) 2025.
KEY ASSIGNMENT OF THIS ASSIGNMENT
The STE or Consulting Firm’s scope of work will include, but is not limited to:
- Branding Development – Design the official RSTW 2025 visual identity and event collaterals, including banners, digital posters, social media assets, brochures, merchandise, plaques and certificate designs.
- Visual Marketing and Promotions Strategy – Develop a comprehensive visual marketing and promotions plan covering both traditional and digital media.
- Social media and Digital Marketing – Create engaging multimedia content (infographics, teaser videos, countdowns) and co-manage social media campaigns across Facebook, DOST 7, and AFOS Foundation / FISH Visayas websites.
- Event Promotions and On-Site Branding – Collaborate with event committees and organizers to manage and oversee the production and placement of branding materials (LED backdrops, exhibition booths) and coordinate with organizers for venue aesthetics

PROPOSED EXPERT/S
The STE or Consulting Firm should meet the following qualifications:
- Education & Experience
• Degree in Marketing, Communications, Graphic Design, or related fields.
• At least 3-5 years of experience in branding, marketing, and event promotions.
• Experience in government projects or large-scale events is a plus. - Technical Skills
• Proficiency in graphic design (Adobe Photoshop, Adobe Illustrator, Adobe InDesign, Canva) and digital marketing.
• Strong background in social media management, content creation, and event branding. - Project Management & Coordination
• Ability to coordinate with stakeholders and manage branding placements.
• Strong organizational skills to deliver output within the 15-manday timeframe. - Portfolio & Proposal
• Proven track record in branding, social media marketing, and event promotions.
• Submission of a cost-effective proposal with a strong portfolio.
EXPERT’S TASKS
The STE/s shall cover the following tasks:
- The Short-Term-Expert of Consulting Firm will work in close coordination with the Steering, Promotions & Collaterals, and Tokens, Souvenirs, & Prizes Committees of the DOST 7 RSTW 2025.
- Conduct initial consultations with AFOS Foundation, DOST 7, and stakeholders to align branding and promotional objectives.
- Develop and present RSTW 2025 visual identity concepts for approval.
- Design event collaterals (banners, digital posters, brochures, social media assets, merchandise).
- Formulate a comprehensive marketing and promotions strategy covering traditional and digital media.
- Develop engaging multimedia content (infographics, teaser videos, countdowns).
- Co-manage social media campaigns across Facebook, DOST 7, and FISH Visayas websites.
- Oversee the production and placement of branding materials such as LED Wall backdrops and exhibition booths.
- Coordinate with event organizers for branding placements and venue aesthetics.
- Monitor and assess the effectiveness of branding and promotional activities.
- Prepare and submit post-event reports with insights and recommendations.
KEY DELIVERABLES/S
The key deliverables include the following:
- RSTW 2025 official visual identity (refined logo, theme, branding kit).
- Complete set of event collaterals with editable versions (banners, posters, brochures, merchandise designs).
- Marketing and promotions plan detailing strategies and timelines.
- Social media content package (infographics, teaser videos, countdown posts).
- Production-ready branding materials for on-site promotions (LED backdrops, booths, stage design).
REPORTS
The STE shall submit the following report:
- Workplan
- DOST RSTW 2025 brand kit/portfolio of developed event collaterals
- Brief post-event report with insights and recommendations
- STE Timesheet
PROPOSAL SUBMISSION
Interested Short-Term-Expert or Consulting Firms are requested to submit the following before 11:59 PM on March 26, 2025.
- Curriculum vitae highlighting relevant experience and awards (if any) in branding and promotions.
- Proposal highlighting proposed work plan and professional fees.
- Link containing a portfolio of developed collaterals.

The selection of the Short-Term-Expert or Consulting Firm will be based on the following criteria:
- Relevance and quality of experience in delivering similar projects.
- Demonstrated a creative concept and plan in the implementation of the marketing and promotions plan, applied to the proposed work plan.
- Cost-effectiveness of the proposal.
