Terms of Reference: Project Acquisition Consultant to identify and secure funding opportunities for AFOS Foundation

DESCRIPTION OF ASSIGNMENT

Engagement of a Project Acquisition Consultant to identify and secure funding opportunities from various sources for the expansion of the FISH Visayas Project’s positive impacts, or the launch of a new related Project.

KEY ASSIGNMENT OF THIS ASSIGNMENT

The Project Acquisition Consultant’s scope of work will include, but is not limited to:

  1. Identify relevant funding opportunities (grants, tenders, partnerships) aligned with AFOS Foundation’s mission and strategic priorities in the Philippines.
  2. Develop high-quality project proposals and concept notes that effectively articulate AFOS Foundation’s expertise and project impact.
  3. Support the development of strategic partnerships with potential donors and collaborators.
  4. Contribute to increasing AFOS Foundation’s project portfolio and financial sustainability in the Philippines.

PROPOSED EXPERT/S

 Professional Experience

  • A Bachelor’s degree in a relevant field (e.g., International Development, Business Administration, Social Sciences). A Master’s degree is an advantage.
  • Proven experience (minimum of 3 years) in project development and proposal writing for international development organizations or similar entities.
  • A strong understanding of the funding landscape in the Philippines and familiarity with the requirements of various donors.
  • Excellent written and verbal communication skills in English.
  • Strong research, analytical, and organizational skills.
  • Ability to work independently and as part of a team.
  • Familiarity with the socio-economic context of the Philippines is desirable.
  • Track record in acquisition of new projects is an advantage.

EXPERT’S TASKS

The Project Acquisition Consultant will undertake the following tasks:

Funding Opportunity Identification

  • Conduct thorough research to identify potential funding sources, including but not limited to international development agencies, government bodies, private foundations, and corporate social responsibility programs.
  • Monitor relevant donor websites and other information channels to stay updated on new funding calls.
  • Analyze funding guidelines and eligibility criteria to assess suitability for AFOS Foundation’s projects.
  • Maintain a database of identified funding opportunities, including deadlines, requirements, and contact information.

 

Proposal Development

  • Work closely with AFOS Foundation Project Manager & Philippine Resident Representative and its FISH Visayas Project Team or partner organizations to understand project ideas, objectives, and activities.
  • Develop compelling concept notes and full project proposals (at least 3 concept notes or proposals) in accordance with donor guidelines and requirements.
  • Ensure proposals are logically structured, clearly articulate the problem statement, proposed solutions, expected outcomes, and impact.
  • Develop realistic project budgets and financial justifications.
  • Incorporate monitoring and evaluation frameworks into project proposals.
  • Ensure timely submission of proposals.

KEY DELIVERABLES/S

The Consultant is expected to deliver the following:

  • A regularly updated database of relevant funding opportunities.
  • A portfolio of high-quality concept notes and project proposals submitted to potential donors.
  • Reports on partnership development activities and potential collaborations.
  • Progress reports as agreed upon with AFOS Foundation.
  • A final report summarizing the consultant’s achievements, challenges, and recommendations for future project acquisition efforts.

REPORTING & DOCUMENTATION

The consultant shall submit the following report:

  • Database of identified funding opportunities, including deadlines, requirements, and contact information.
  • Developed at least three (3) concept notes and/or full project proposals in accordance with donor guidelines and requirements.
  • Budget and financial justifications according to the developed proposal or concept note.
  • Maintain organized records of all relevant documents, including funding guidelines, proposals, and communication with donors
  • Final Report

PROPOSAL SUBMISSION

Interested Short-Term-Expert or Consulting Firms are requested to submit the following on or before June 11, 2025, at info-ph@afosfoundation.org

  1. A detailed curriculum vitae (CV) highlighting qualifications and experience in project acquisition.
  2. A proposed work plan and methodology for undertaking the tasks outlined in this TOR.
  3. Financial proposal indicating the consultancy fee.

The selection of the Short-Term-Expert or Consulting Firm will be based on the following criteria:

  • Relevant experience in successful acquisition of projects.
  • Understanding of the funding landscape and donor requirements.
  • Quality of the cover consultant’s CV, and proposed work plan.
  • Proposed methodology and approach to the assignment.
  • Reasonableness of the financial proposal.

Only shortlisted candidates will be contacted for an interview.
