San Juan, Siquijor – In a significant step on strengthening organizational sustainability, 40 fisherfolks from partner organizations in San Juan and Siquijor underwent a Proposal Preparation Training on December 29, 2023. Initiated by the FISH Visayas Project, the training program aspires to equip fisherfolks with the tools necessary for resource acquisition and long-term community advocacy.

The training emphasized that competently crafted proposals significantly increase the likelihood of securing funding from government agencies, non-profit organizations, or private donors. This financial support becomes a catalyst for implementing projects that enhance the livelihoods and sustainability of fisherfolk communities. In parallel, proposal-making skills acquired during the training enabled fisherfolk associations to articulate their community’s needs, ensuring that proposed projects align precisely with the challenges and opportunities faced. These skills empower fisherfolk associations to advocate for their rights, effectively communicate their goals, and represent their community’s interests to stakeholders, policymakers, and other relevant entities.

During the training facilitated by Engr. Reinhold Jek Abing of the Department of Science and Technology – Siquijor Provincial S&T Office, participants were organized into groups based on their respective organizations and tasked with developing project proposals.

Ms. Evelyn Malicay, President of the Maite Resource Development Association (MRDA), presents strategic initiatives to bolster the organization’s competitiveness in scuba diving. Additionally, she presents a comprehensive proposal outlining the construction of a state-of-the-art bakery facility, aligning with regulatory standards and best practices for optimal operations. On the other hand, Mr. Jesscar Macalisang, President of the Caticugan Farmers and Fisherfolks Association (CAFFA) presents the organization’s proposed strategic initiative on the structural upgrading of the organization’s floating cottages in Caticugan, Siquijor, Siquijor. Significantly, Mr. Emerito Orot, President of the Siquijor Inland Fish Groomers Association (SIFGA), presents the organization’s proposal for a cutting-edge fish processing facility in Tinago, Siquijor, Siquijor. Another proposal was presented on acquiring a fully equipped fishing boat with all necessary accessories to enhance the organization’s capabilities in sustainable and efficient fishing practices. Finally, Mr. Dorico Ocay, President of Ihalason Fisherfolks Association (IFA), presented plans for the potential acquisition of ice making equipment to enhance the shelf-life of fresh catch fish of its members and the proposed acquisition of a 32-foot fiberglass patrol boat for coastal law enforcement.

Through the training, the project aspires that each organization further hone and strengthen its capacity to implement long-term plans and initiatives that will ensure the organization’s sustainability.

This training program was made possible between the collaborative efforts of the Siquijor Chamber of Commerce and Industry, Inc., LGU San Juan, Department of Science and Technology – Siquijor Provincial S&T Office, Department of Trade and Industry – Siquijor Provincial Office, and AFOS Foundation.
