Terms of Reference: STE to Produce a 30-minute AVP for the FISH Visayas Project Phase II

DESCRIPTION OF ASSIGNMENT

The Short-Term Expert or Consulting Firm will produce a 30-minute Audio-Visual Presentation (AVP) on implementing the FISH Visayas Project Phase II, its results, and its impact. The film should highlight the four result areas of the project and should have a reportage and storytelling nature reflecting testimonials of project partners and beneficiaries on the impact of the project implemented in Central Visayas (Bohol, Cebu, Negros Oriental, and Siquijor).

RELATED PROJECT RESULT AREA

Result 1: Fisherfolk and MSMEs in the region have improved their production and processing processes and are able to meet relevant quality standards.

Result 2: Dual Training Programmes are institutionalized in the fisheries sector and contribute to improving the skills of trainees and companies.

Result 3: Market access for fishermen and MSMEs in the Project has been expanded.

Result 4: Measures to protect natural resources are institutionalized to preserve the livelihoods of fishermen.

KEY ASSIGNMENT OF THIS ASSIGNMENT

The STE or Consulting Firm’s scope of work1 will include, but is not limited to:

  1. Creative Concept Development. Develop a creative concept that presents the objectives and result areas of the FISH Visayas Project from an engaging and innovative perspective. This includes collaboration in the development of storyboards and questionnaires to capture a wide range of responses from project partners and beneficiaries.
  2. Collaborative Meetings. Attend regular meetings with the project management team of AFOS Foundation to discuss and visualize the concept.
  3. Technical and Creative Benchmarking. Review the AFOS Foundation – Philippines YouTube Channel to understand the






    technical and creative standards required for the video. This includes ensuring the video aligns with the foundation’s branding and quality expectations.
  4. On-site Filming. Travel to project sites and conduct filming according to storyboard and shooting schedule, capturing high-quality footage.
  5. Video editing. Edit the video and ensure the final video is polished, professional, and effectively conveys the intended messages.
  6. Submission of output. Collaborate with the project team to finalize the video. Incorporate feedback and make necessary adjustments to ensure the video meets all project objectives and standards.

Editing.  Create an initial cut to the video, incorporating all filmed footage according to the storyboard. Review the initial cut with the project team and provide feedback. Make necessary revisions based on feedback, refining the video’s content, pacing, and visual appeal.

Short-term Expert (STE)

PROPOSED EXPERT/S

 Professional Experience

  • Demonstrated experience in producing high-quality documentary films or videos, particularly those related to environmental, marine, or conservation topics. Must be operational for at least three (3) years.
  • A strong portfolio showcasing previous work, particularly projects that highlight storytelling, technical proficiency, and creative vision in similar contexts. Must have produced at least three (3) AVP projects locally or internationally.
  • Practical experience filming in various environmental conditions, including underwater and coastal settings, which are crucial for capturing the essence of the FISH Visayas Project.

Technical Expertise

  • Proficiency in using professional-grade cameras, lighting, and audio equipment.
  • Must be able to provide all equipment necessary in the filming and editing of video.
  • Expertise in using industry-standard video editing software for post-production work.
  • Ability to operate drones for aerial footage to capture expansive views of project sites.





Creative and Analytical Skills

  • Exceptional ability to translate project objectives and messages into visual narratives.
  • Keen eye for detail to ensure high-quality production values and adherence to project specifications.

Project Management

  • Ability to manage multiple aspects of video production, from pre-production planning to final delivery.
  • Proven ability to meet deadlines and manage time effectively during all phases of production.
  • Capability to troubleshoot and resolve technical or logistical issues that may arise during the project.

Additional Qualifications

  • Understanding of marine conservation, fisheries management, and related environmental issues, which is crucial for accurately representing the FISH Visayas Project’s goals.
  • Awareness and respect for local cultures and communities involved in the project, ensuring that the video production process is respectful and inclusive.
  • Proficiency in local languages (e.g., Bisaya) is a plus, facilitating better communication and interaction with community members and stakeholders.

EXPERT’S TASKS

The Short-Term-Expert of Consulting Firm will work in close coordination with the Knowledge Management Coordinator of the FISH Visayas Project along with the guidance and advisory of the Project Manager and Resident Representative of AFOS Foundation.

Creative Concept Development

  • Develop a creative concept that presents the objectives and result areas of the FISH Visayas Project from an engaging and innovative perspective.
  • Ensure the concept highlights the project’s impact and aligns with the project’s goals and target audience.

Collaborative Meetings

  • Attend regular meetings with the project management team of AFOS Foundation to discuss and visualize the concept.
  • Gather key messages and relevant information to be incorporated into the concept and script.

Others/Talent/Production Personnel
Services of all necessary talent and production personnel including:

  • Director

Technical and Creative Benchmarking

Interview Preparation

  • Develop questionnaires with open-ended questions to capture a wide range of responses from project partners and beneficiaries.
  • Ensure the questions guide interviewees to provide insightful and relevant information about the project’s impact.

 On-site Filming

Travel to the nine (9) partner local government units around Central Visayas to conduct video shoots. The trip to the areas may require an overnight stay.

  • Provide food, transportation, and accommodation to crews during travel and shooting days.
  • Provide talents e.g. videographers, and production assistants, among others.
  • Use of own equipment and necessary supplies in carrying out the assigned tasks.
  • Capture high-quality footage that illustrates the project’s impact and activities. Ensure the videos effectively communicate the project’s achievements and benefits.
  • Conduct interviews with representatives from business membership organizations, national government agencies, local government units, and partner people’s organizations. Capture diverse perspectives on the project’s impact and success.

Video Editing

  • Provide talents e.g. voice-overs, and editors, among others.
  • Edit the video to integrate names, locations, and English subtitles.
  • Ensure the final video is polished, professional, and effectively conveys the intended messages.
  • Ensure the video includes background music and sound effects that complement the narrative. Include copyright-free music and images.

Submission of Final Output

  • Consult with the project team to finalize the video.
  • Incorporate feedback and make necessary adjustments to ensure the video meets all project objectives and standards. The materials produced and the AVP is subject to re-editing until final approval of AFOS Foundation and the FISH Visayas Project.
  • Submission of final output to the project team. Guarantee that all aspects of the AVP production will be disclosed to the AFOS Foundation FISH Visayas Project Team upon completion.

Confidentiality

  • All materials or data that may come into the possession of the STE or Consulting Firm for purposed of the completion of this project shall remain confidential and should not come into the possession of any Third Party without the prior consent of AFOS Foundation or the FISH Visayas Project.

Pre-production

  • Development of storyboards, scripts, on-site film planning, consultations, and presentation of AVP concept and shot list.

Production

  • Travel to project sites and conduct on-site filming.
  • Production of AVPs i.e. video editing

Post-production

  • Present 1st version of AVP with English voice-over and subtitles on March 17, 2025.
  • Application of recommendations and enhancements from the project team.
  • Submission of revised AVP on March 24, 2025.
  • Application of recommendations and enhancements from the project team (if any).
  • Submission of final AVP and unedited raw footage e.g. videos, images, and audio to AFOS Foundation FISH Visayas Project Team through a solid-state drive (SSD) on March 28, 2025.
